Transform recognise the importance of the task of managing high risk offenders in the community and the responsibility which goes with this; our work must support the offender management task and not hinder or limit it in any way.

It is therefore imperative that we plan and deliver our interventions well and in a way that means that service users are clear on what they will receive and what we will expect them to contribute towards their future development. If we plan and deliver well, offender managers will want to refer to our provision and invest in our services and service users will benefit. If this works, then communities will be safer.
